Ensure that urban development projects are undertaken in an equitable manner, considering values such as environmental justice and affordability for communities, especially for disadvantaged groups.
- Methodology:

The tool consists of establishing a series of principles linked to 6 themes: habitability, community power, housing, economic development, environmental quality and transport.
Depending on the project and its context, a value will be given in a consensual way to each of these themes that reflects the importance given to it, and a score will be applied to the project in that area.
This is done in the same way for the 6 themes, to obtain a final score for the project on which to reflect or reformulate.
- Opportunities and limitations:

The tool is strongly based on the consensus of the group that implements it to establish a common vision, focus on certain topics, design assessment scales, and decide what steps to take, depending on the final result.
It provides ready-made questionnaires that are easy to read and interpret.
It is a flexible tool that can be adapted to different projects and contexts but requires comprehensive implementation, from the conception of the project.

Distance (m) from housing to basic services. Percentage of dwellings that can accommodate large families (3 or 4 bedrooms). Local trade support mechanisms. Increasing opportunities for public transport. Improving access to green spaces. Involvement of minority groups in the participatory process. Meeting climate change resilience criteria.
