Objetive:

Support local governments and urban actors of small and medium-sized cities in the implementation of participatory and inclusive urban planning processes.

Methodology:

The guide outlines the phases needed to develop a participatory, inclusive urban planning process.

It consists of four phases: evaluation, planning, operationalisation and implementation. Each of them has several subphases and suggested tools, all of which have an important participatory component.

It includes links to existing tools, and examples of implementation in case studies or climate vulnerability analysis.

Opportunities and limitations:

This methodological framework and compendium of tools is flexible and can be adapted to the realities and contexts of small and medium-sized cities.

It is a resource to support cities of these scales, which are often less visible in the literature and may lack resources for the implementation of certain actions.

Government bodies and/or communities can choose whether they want to execute the entire process or focus only on specific phases or tools, depending on their scope, resources and priorities.

Various activities can be carried out independently or simultaneously with others, depending on the experience of the technical team and the availability of time and resources.
