This tool provides an urban development framework and process that includes aspects such as the relationship between local government and the community, consideration of local commerce, identification of key actors, policies and regulations to consider, or aspects such as project financing.
It also provides case studies as real examples of good practice.

The application of this tool focuses on the use of public transport and active mobility, with considerable environmental and health benefits.
There are also associated benefits from the perspective of social connection between residents, employment generation and greater economic opportunities.
Created in the context of the USA, it may not be applicable in its current state to other settings such as Europe.
